The Executive Council (EC).
The Executive Council (EC) is the primary exectuvie supervisory authority of the IHS.
Composition of the Executive Council:
According to IHS Rule 11, the EC comprises of the following:
- President of the institute (ex officio).
- Three persons nominated by the board of governors either from among themselves or from among reputed professionals in any of the areas relevant to the objectives as well as management of the institute.
- Representatives of the Central Govt. and the Govt. of the State in which the registered office of the institute is located, if they have exercised their option to be charter members.
- Not more than four persons elected by the General Body, in accordance with it's own procedure.
- Director of the institute who shall be the member secretary.
Powers and Functions of the Executive Council:
Rule 11.2: Subject to the general control and directions of the Board of Governors and the General Body, the Executive Council shall be responsible for management and administration of the affairs of the Institute in accordance with these Rules and the regulations made thereunder for the furtherance of its objects and shall have all powers which may be necessary or expedient for the purpose.
Rule 11.2.1: Without prejudice to the generality of the powers conferred by the foregoing sub-Rule, the Executive Council shall have the power:
- To take decisions on application for membership.
- To prepare and execute detailed plans and programmes for the furtherance of the objects of the Institute;
- To receive, to have custody of and to expand the funds of the Institute and to manage the properties of the Institute;
- To determine the circumstances in which corpus fee, administrative charges, consultancy fees and other service charges shall be levied and fix the rate at which such fees or charges shall be made.
Rule 11.2.2: To issue appeals and applications for money and funds in furtherance of the said objects and to accept gifts, donations and subscription of cash and securities and of any property either movable or immovable;
Rule 11.2.3: To invest and deal with funds and money of the Society;
Rule 11.2.4: To acquire, purchase or otherwise own or take on lease or hire temporarily or permanently, and movable or immovable property necessary or convenient for the furtherance of the Society;
Rule 11.2.5: To sell, mortgage, lease, exchange and otherwise transfer or dispose of all or any property, movable or immovable, of the Society for the furtherance of the objects of the Society;
Rule 11.2.6: To undertake and accept the management of any endowment or trust fund or donation;
Rule 11.2.6.1: To appoint auditors.
Rule 11.2.6.2: To appoint and control such staff as may be required for the efficient management of the affairs of the Institute and to regulate their recruitment and conditions of service;
Rule 11.2.6.3: To enter into agreement for and on behalf of the Institute;
Rule 11.2.6.4: To appoint Committees for disposal of any business of the Institute or for advice in any matter pertaining to the institute; and
Rule 11.2.6.5: To make, adopt and vary from time to time regulations for the regulation of and for any purposes connected with the management and administration of the affairs of this Institute and for furtherance of its objects.
