The Board of Governors (BOG).

The Board of Governors (BOG) is the highest authority of the IHS. The IHS BOG consists of all charter members and the Director, who is Ex-officio secretary of the Board.

Charter Members:

According to Rule 3 of the IHS, the following shall be the Charter members:

The first members of the institute subscribing to the memorandum of association of the institute.
A person, who is eligible to become a member and is invited by the board of governors to be a charter member for a specified period or three years whichever is more, has accepted such invitation.
[Eligibility for membership (IHS Rule 4.1.i): Any person who is of 21 years age, of sound mind is a graduate from any recognised University and has consistently evinced interest to pursue or work towards achievement of the objectives of the institute shall be eligible to apply for membership.]
Provided that, if they so decide, the Central Government and the Government of the State within whose jurisdiction the registered office of the institute is situated, shall be deemed to be charter members and be represented by their respective ministries/departments of health or their nominee as the case may be.

The total number of charter members at any point of time shall not exceed 21.

According to Rule 14.1.2 of the IHS, the Director is the ex-officio secretary of the Board of Governors.
